War: Putin signs decree, enlists 134,500 young men into Russian army

Russia is conscripting 134,500 men between the ages of 18 and 27, according to a decree signed by Russian President Vladimir Putin. The young men would be enlisted by mid-July. At the same time, the mandatory 12 months of military service for Russians is being scrapped. It was unclear how many conscripts would leave the army to join the reserves, NAN reports. The one-year stint of military service for men between 18 and 27 is a legal requirement in Russia. The Russian Minister of Defence, Sergei Shoigu, emphasized that new recruits would not be sent to hotspots a few days ago. Furthermore, this spring would see fewer men conscripted than the spring of 2021, when 134,650 men 150 more than this year were enlisted into the army. Russian troops invaded Ukraine on Feb. 24. Around two weeks later, the government admitted that conscripts were being sent into the fighting. Moscow said it had been unaware of this and promised to investigate these cases and punish those responsible.

Tribunal stops MultiChoice from increasing tariffs on products, services

A Competition and Consumer Protection (CCP) Tribunal sitting in Abuja has restrained MultiChoice Nigeria Limited from increasing its tariffs and cost of products and services scheduled to begin on April 1. The three-member tribunal, presided over by Thomas Okosun, gave the order following an ex-parte motion moved by Festus Onifade, a legal practitioner, on behalf of himself and the Coalition of Nigeria Consumers. Other members of the tribunal include Sola Salako Ajulo and Ibrahim El-Yakubu. The News Agency of Nigeria (NAN) reports that in the suit marked: CCPT/OP/1/2022, MultiChoice Nigeria Limited and Federal Competition and Consumer Protection Commission (FCCPC) are 1st and 2nd respondents, respectively. The motion ex-parte filed by the applicants on March 29 was brought pursuant to Section 39 (1) & (2) of FCCPC Act 2018; Order 26, Rule 5 (2), (3) & 26 Rule 6 (1) & (2) Federal High Court (Civil Procedure) Rules 2019 and Section 47(a), (b), (c),(d), of Federal Competition and Consumer Protection Act 2018. The applicants had prayed for “an order of interim injunction restraining the 1st defendants/respondents, either by itself, agents, representatives, officers or privies, howsoever described, from carrying out the impending increase in tariffs and cost of its products and services intended to take effect from April 1, 2022, until the hearing and determination of the motion on notice already filed before this tribunal. “An order of the Honourable Tribunal mandating the 1st defendant/respondents to maintain status quo pending the hearing and determination of the motion on notice. “And for such further order or other orders as this Honourable Tribunal may deem fit to make in the circumstance.” In the ruling, the tribunal ordered MultiChoice Nigeria Limited to stop the planned hike in tariffs and cost of its products and services pending the hearing and determination of the motion. “The 1st defendant/respondent is hereby restrained, either by itself, agents, representatives, officers or privies, howsoever described, from carrying out the impending increase in tariffs and cost of its products and services intended to take effect from April 1, 2022, until the hearing and determination of the motion on notice already filed before this Honourable Tribunal. “The 1st defendant/respondent is hereby mandated to maintain status quo pending the hearing and determination of the motion on notice,” the tribunal ruled. The matter was adjourned until April 11 for the hearing and determination of the motion on notice. “All parties in this suit are to appear before this Honourable Tribunal on April 11, 2022,” it ruled. The Senate had on Wednesday constituted a seven-man ad-hoc committee to carry out a comprehensive investigation into the tariff hike by DStv (MultiChoice Nigeria) with a view to bringing the pricing activities in line with international practice.

‘This violence questions our capacity to govern’ — NGF condemns Kaduna train attack

  The Nigeria Governors Forum (NGF) has described the Abuja-Kaduna train attack as “a horror dream”.   The train was attacked by gunmen on Monday night while it was a few minutes away from the Kaduna station.   About eight people were killed in the attack while many others were injured and several unaccounted for.   Reacting to the incident, the forum, in a statement by Kayode Fayemi, its chairman, said the attack was one too many and must be stopped.   The forum lamented that the spate of attacks questions the ability of governors to govern their states.   The forum condoled with families of victims while assuring Nigerians that the country will surmount the problem and that the “ugly phase will pass”.   “First, as leaders, we owe the victims and their relations an apology as these unwarranted acts of violence are becoming too regular and they basically question our collective capacity to govern,” the statement reads.    “God will grant those that lost their lives eternal peace and a place in the deepest recesses of heaven. We wish those that were injured speedy recovery to resume their lives and put their heartless aggressors to shame.   “If the intention of these murderers is to disrupt the peaceful coexistence of Nigerians, they will not succeed and when eventually total peace returns to the country, they will surely either be lifeless or excluded. I can assure you that this is an ugly phase in our national experience. It will certainly pass.”   The forum commended the security forces for their “bravery” in curtailing the attack and also expressed their support and commitment to enhancing their operational strength.   “While expressing our sincere condolences to Nigerians particularly the government and good people of Kaduna State, we want to salute the bravery of our security forces in curtailing the magnitude of havoc this attack was intended to visit on innocent travelers. Our prayers are with you,” it added.   “We would continue to drum our support for the professional work you do and provide assistance in enhancing your operational strength and combat readiness. We recognize the enormous risk you take every day.   “The cowards behind this will certainly not take over our country. Their violent demeanour will not result in anything positive instead it will confine them to an uncomfortable life in the jungle until the long arm of the law catches up with them.”   The forum called on the authorities to immediately install all necessary safeguards to forestall future attacks on the country’s rail tracks, roads, ports, and borders.   It also asked the security agencies to improve on intelligence-gathering.    “We need not remind those concerned that these constitute a major backbone to our national assets,” it said.   “We need to improve on security intelligence and ability to act on intelligence gathered. In general, we need to give comfort to all our citizens, residents, and investors that the security of lives and property can be taken for granted. And that there is a Government that is clearly in charge of what needs to be done.”

Abuja-Kaduna train: Trapped passengers evacuated – State government

  The Kaduna State government says the evacuation of passengers on the trapped Kaduna-bound train from Abuja has been carried out by security forces, officials of Kaduna State Emergency Management Agency (SEMA) and the Nigerian Red Cross, Tuesday morning.   The State Commissioner, Ministry of Internal Security and Home Affairs, Samuel Aruwan, in a statement, explained that the passengers, who sustained injuries, and other fatalities had been moved to hospitals for immediate treatment.   The Commissioner further explained that the passengers were evacuated from different hard-to-reach areas in forests and rocky locations in Audujongom, off the Kaduna-Abuja Road.   He emphasized that the Kaduna State Government was still liaising with the Nigerian Railway Corporation (NRC) to get the list from the passengers’ manifest for efficient tracking.   The statement noted that Governor Nasir El-Rufai, who commended all those who participated in the evacuation, appealed to the hospitals to attend to the victims diligently.   It explained that the Governor also directed the Ministry of Health to be in contact with the hospitals, as the government will bear the cost of their treatment.   The statement stated that as of the time of this update, search-and-rescue operations were still in progress.

2023: Amaechi warns APC not to make PDP mistakes

  The Minister of Transportation and foremost chieftain of the ruling All Progressives Congress, APC, has warned the party of making the same mistake of the main opposition Peoples Democratic Party, PDP.   The former Rivers State Governor spoke with reporters during the APC National Convention in Abuja on Saturday where he also revealed that the other five candidates running for the party’s Chairmanship seat stepped down for Abdullahi Adamu because they felt he was the best candidate to lead the party at this point.   Amaechi said the PDP, his former political party, never knew they will be in the opposition today, believing that no matter what happened they’ll be in power forever   He warned that this is one big mistake APC must avoid in order not to land in the opposition too, accusing the PDP of having refused to listen to Nigerians.   On why the other candidates stepped down for Adamu, Amaechi said, “They seem to have agreed that Abdullahi, I won’t say is better, but is first among equals.   “They have agreed he will be the best Chairman for now that would lead the party in confronting the opposition. You know it’s good to hear that PDP is in opposition. They never knew they’ll be opposition. That’s the reality of party politics.   “The APC too must be prepared to make sure we’re not In the opposition like PDP. PDP never assumed they’ll be in opposition.   “They believed that no matter what happened they’ll be in power forever. The electricity-tricycle will replace gasoline-powered tricycle from our roads. It enables it to run without fuel; it has the capacity to run as fast as 60 kilometres per hour. He urged the government to grant him full permit for the tricycle to run on the State’s roads. A high elated Secretary of Tricycle Riders’ Association, Enugu State, Comrade Pius Ezugwu, who represented the State Chairman, Comrade Benjamin Ikah said “the invention is very good; it moves very well without engine; the keke rider will no longer talk about fuel or changing engine oil, throttle cable and all of that. It is more economical than the one we are using.” He pleaded with the government to support the initiative, stressing that, “keke is essentially for the downtrodden, so, the government should do well to support us key into this innovation.”

Umahi’s defection: INEC gives final decision

  The Independent National Electoral Commission (INEC) has suspended action on court orders in regards to the defection of Governor Dave Umahi of Ebonyi State and his Deputy, Kelechi Igwe.   INEC made this known in a statement issued by Festus Okoye, National Commissioner and Chairman, Information and Voter Education, on Thursday, in Abuja.   This was decided after the commission deliberated on a wide range of issues, including preparations for the Osun State Governorship election in July.   Okoye disclosed that the commission decided to stay action on Umahi’s defection at the meeting following conflicting judgements and orders served on it from courts of coordinate jurisdiction.   He said: “It will be recalled that INEC met on Thursday, March 17 on the matter, and decided to defer its deliberation on the Ebonyi State cases.   “INEC stepped down the listed Memorandum to enable its Legal Services and Clearance Committee to study the new processes served on it in the light of the previously served ones and advise the Commission comprehensively.   “Since then, INEC has been served more court processes on the same matter, bringing the total to twelve.”   Okoye added that INEC also decided to stay action on the conflicting judgements and orders on Umahi’s defection being aware of the pendency of Appeals and Motions for Stay of Execution of some of the judgements before various divisions of the Court of Appeal.

250, 000 passports unclaimed – Interior Minister, Aregbesola

  Nigeria’s Interior Minister, Ogbeni Rauf Aregbesola, on Thursday, in Enugu, unveiled the enhanced electronic Passport facility of the Nigeria Immigration Service, NIS.   He also commissioned the Passport Production Centre of the NIS at the Enugu Passport office.   At the event, he disclosed that over 250,000 processed passports were unclaimed by their owners.   The Minister, who captioned his speech, “Excellent Service Delivery is Uncompromisable”, said he was delighted that the enhanced e-Passport had been made available to the good people of the South East.   He noted that “The enhanced e-Passport comes in various categories, including the 64-page-10-year validity Passport which is quite convenient for frequent travellers.   “It is a product of the latest technology in passport administration and issuance. Only very few countries in the world can boast of it as of today. The document is of higher grade with additional 25 security features than the one currently in use.   “It is polycarbonate in design and therefore water-resistant. It cannot be compromised by counterfeiters and identity thieves.”   He added that the NIS had continued to ensure that the Nigerian Passport satisfied all the standards set out by the International Civil Aviation Organization (ICAO).   Aregbesola said despite some challenges witnessed in the past, “it will interest you to know that between 2019 and now, the NIS has issued about 3 million passports to Nigerians. Last year alone, 1.3 million passports were issued.   “Also, last time I checked, over 250,000 passports remain uncollected by applicants. There owners will probably be among those complaining they are yet to receive their passports.   “Nevertheless, many applicants are not going to have their passports because of the errors in their applications, which delayed processing.   “They may not know because they applied through touts and other illegal channels.   “A major challenge of passport administration is the illegal patronage of touts and NIS officials, instead of the stipulated online platform.   “Our application system is designed to eliminate personal contact, other than for biometric purpose. This is to curb corruption, extortion and inflation. But as long as applicants try to cut corners, they defeat our purpose and create avoidable problems.”   He revealed that the system makes room for six weeks for fresh application and three weeks for renewal.   According to him, the period of time would enable the NIS to investigate and verify claims by the applicants.   He lauded the Governor of Enugu State, and indeed the good people of the State, “for the excellent support and cooperation that have consistently accorded all the agencies under our Ministry in this State.”   In his remarks at the event, Governor Ifeanyi, represented by the Secretary to the State Government, Prof. Simon Ortuanya assured that the State Government would continue to partner with the NIS and sister agencies towards ensuring enduring peace and security in the State.

  Zubairu Dada, minister of state for foreign affairs, says the federal government expects that no harm will befall Nigerians that are stuck in Ukraine.   Amid the invasion of Ukraine by Russian troops, thousands of foreigners have been making frantic efforts to flee to neighbouring countries.   There have also been complaints of Ukrainian soldiers and border guards frustrating Africans, including Nigerians, from crossing to safety.   In the wake of the development, the Nigerian government said its diplomatic mission had received Nigerians in Hungary, Poland and Romania. President Muhammadu Buhari also approved the sum of $8.5 million for the evacuation of 5,000 stranded Nigerians.   The evacuation is expected to begin today.   Speaking with journalists after the federal executive council (FEC) meeting on Wednesday, the minister expressed optimism that Russian troops will obey the rules of engagement. Rules of engagement are directives that determine the circumstances, conditions, degree, and manner in which the use of force can be applied during military operations.   Dada said the government has urged Ukraine and Russia’s ambassadors to ensure that Nigerians remain safe.   “We want to believe the Russian armed forces will obey the rules of engagement. They know the rules about civilians that are caught up in situations such as this. We want to assume they will respect international laws and ensure that no harm comes to them,” Dada said.   “Don’t forget that even our missions in Ukraine have had to be evacuated. So if for any reason any Nigerian is left behind, we are very very prayerful, we are very hopeful that no harm shall come to them, once of course, they are in some shelters or whatever place they are hiding.   “Don’t forget we had also summoned both the Russian and Ukrainian ambassadors to our ministry, and we did emphasise the need for their troops to ensure that they do not do anything that will harm the lives of innocent citizens.   “We have seen video clips making the rounds about the alleged treatment that had been meted out to black people who were on queues and in buses and all that.   “All these we have brought to the attention of the ambassadors and we have expressed our displeasure at this development and demanded that they do something about this.”
