Zamfara: Gov Lawal declares state of emergency in health sector
Zamfara State Governor, Dauda Lawal, has officially declared a state of emergency in the state’s health sector.
The governor announced the development during a state-wide broadcast on Tuesday, expressing deep concerns after an unscheduled visit to Gusau General Hospital revealed deplorable conditions in the health facility.
Visibly disturbed by what he witnessed, the governor outlined a comprehensive plan to address the challenges within the health sector.
“As a responsible government, we are taking urgent steps towards intervention,” Lawal declared, acknowledging the need for immediate action.
The key initiatives outlined by the governor include: “Massive Infrastructural Development: Improving the quality of all general hospitals through significant infrastructural development.
“State-of-the-Art Medical Equipment: Providing state-of-the-art medical equipment to enhance healthcare delivery.
“Standard Laboratories: Establishing standard laboratories for proper diagnosis.
“Maternal and Child Healthcare: Offering free services to address maternal and child healthcare, with the aim of reducing morbidity and mortality.
“Primary Health Centres (PHCs): Giving special attention to PHCs in remote communities to enhance standard primary healthcare delivery.”
The governor also expressed his commitment to the well-being and welfare of healthcare service providers as he pledged to establish an affordable and comprehensive health insurance scheme for all citizens of Zamfara State.
Furthermore, the governor assured of the distribution of necessary equipment and essential medicines to hospitals across the 14 local government areas.
To ensure accountability, Lawal announced mandatory physical verification of all hospital staff, including casual workers, stating that the state health commissioner will establish a proper channel for external supervision of staff on duty.
In addition to these measures, the government plans to enhance ongoing Special Modified Medical Outreach, strengthen emergency response, and reposition human resources for the health structure.
The governor reiterated his dedication to the urgent and effective transformation of the health sector in Zamfara State, saying that the declaration of a state of emergency marks an important step towards achieving the goal and ensuring the well-being of the citizens.

Police rescue five kidnap victims in Abuja
The five victims were rescued by a combined team of the FCT Special Intervention Squad and the FCT Police Anti-Kidnapping Unit.
The FCT Police Public Relations Officer, SP Josephine Adeh, made the development known on Monday, during a press conference with crime reporters at the Command Headquarters.
SP Adeh said, “Ladies and gentlemen of the press, I am honoured to welcome you all to the FCT Police Command today and to equally give you an update on the rescue of abducted victims by the command.
“On January 27, at about 11:30 pm, a distress call was received at Iddo Division that, sounds of gunshots were heard around Sabon Lugbe axis. A police patrol team was drafted to the scene where one Blessing Eze, female, was met with a bullet wound on her shoulder inside a Toyota Corolla car with RSH 724 KC, black in colour.
“Blessing explained that she and her husband, Joshua Eze were returning home when some hoodlums in an unknown vehicle double-crossed them, fired at their vehicle and abducted her husband to an unknown destination.
“In response, the IGP-Special Intervention Squad and the Police Anti-Kidnapping Unit of the command and other tactical sections swung into action, and the victim (Eze) was rescued unhurt at Kuje Forest on January 28, at about 06:20 pm.
“In a related development, on January 28, at about 05:30 am, one Peter Ede in the company of one ThankGod Ogunyi both males of Piwoyi, Lugbe reported at Karmo Division that, on the same date at about 01:50 am while praying at Idu Gbagyi mountain Karmo, some criminal elements numbering about seven, armed with guns and cutlasses attacked them and abducted three of their members to an unknown destination.
“On receipt of the report, police operatives from Karmo Division led by the Divisional Police Officer, CSP Abaya Haruna swiftly mobilized to the scene, combed the surrounding bushes and hills between Karmo to Gwagwa, and engaged the hoodlums in a serious gun duel.
“The three victims namely one Igbodi Emeka, male, Precious Uche, female, and Eric Chukwudi, male, were rescued unhurt.”

Brain Jotter said, “I have a friend who is advising me to start making content as a crossdresser. I’m not interested because I’ve tried it before.
“There was a time I was creating content with the character Madam Ogadi in a church and the audience were applauding my performances. So it got to my head and it was almost a niche for me. But then I realised that cross-dressing is not sustainable for me. I just don’t buy the idea because it won’t last. People might enjoy it once or twice, but you’re not a woman. Except you are doing it exceptionally well.

Fubara makes fresh appointments amid fight with lawmakers
The governor on Friday appointed Goodlife Ben as the Acting Chairman, Local Government Service Commission, Tonte Davies as the Acting Administrator of New Cities Development Authority, NCDA, and Ine Briggs as the Acting Director General, Bureau of Public Procurement, BPP.
In a statement by the Secretary to the State Government, Tammy Danagogo, the governor said the appointments take immediate effect.
On Friday, the Martins Amaewhule-led Rivers State House of Assembly voted to override Governor Siminalayi Fubara and pass four new bills into law.
The bills include the Rivers Local Government Amendment Law, the Rivers State Traditional Rulers Amendment Law, the Rivers State Advertisement and Use of State-Owned Property Prohibition repeal law, and the Rivers State Funds Management and Financial Autonomy Law.
The House decided on Friday during plenary after Amaewhule read four letters addressed to him by the governor, wherein he declined his assent to the four new bills which had been sent to him for assent.
According to the House, its decision relies on Section 100 subsection 5 of the constitution, which said the assent of the governor is not required for the passage of the bills into law.
The house stated that where the governor withholds assent and the bill is again passed by two-thirds majority of the House, the bill shall become a law and the assent of the governor shall not be required.
Amaewhule further accused the governor of having no plans of conducting local government elections in the state.
This is coming 24 hours after the Supreme Court upheld the election of Governor Fubara.
The assembly, led by Amaewhule comprises 27 members who are loyal to the Minister of the Federal Capital Territory, Nyesom Wike.
Four members of the State Assembly, formerly led by Edison Ehie, who has now resigned as Speaker and member representing Ahoada East Constituency 2, are loyal to the governor.
President Bola Tinubu had waded into the political crisis in the state, which is predicated on the rift between Fubara and Wike.
The intervention of the President had led the concerned parties in the crisis to sign an eight-point resolution (peace accord) to end the crisis.

Court sends Fubara’s loyalists to prison after arraignment on terrorism charges
The suspects are to remain in prison custody till February 2 when their respective bail applications would be determined by the judge.
The five defendants are Chime Eguma Ezebalike, Prince Lukman Oladele, Kenneth Goodluck Kpasa, Osiga Donald and Ochueja Thankgod.
In the 7-count charge, the defendants were accused of committing alleged terrorism offences by invading, vandalizing and burning down the Rivers State House of Assembly Complex in the wake of political crisis that rocked the state in October last year.
The crisis followed the face-off between Governor Sim Fubara and his predecessor, Minister of the Federal Capital Terrritory, FCT, Nyesom Wike.
Beside allegedly burning down the State House of Assembly, the suspects were also accused of killing a Superintendent of Police, (SP) Bako Agbashim and five police informants at Ahoada community of the state.
The police informants alleged to have been killed are Charles Osu, Ogbonna Eja, Idaowuka Felix, Paul Victor Chibuogu and Saturday Edi.
The Federal Government also accused them of using various cult groups, namely – Supreme Viking Confraternity, Degbam, Iceland and Greenland – to unleash mayhem on the people of the state and their commercial activities.
However, when the charges against them, marked FHC/ABJ/CR/25/2024, was read, they all pleaded not guilty to the offences.
Although the immediate past factional Speaker of the Rivers State House of Assembly, Hon Edison Ehie, was not listed in the 7-count terrorism charge, he was however represented in court by a Senior Advocate of Nigeria SAN, Oluwole Aladedoyin, on the ground that his name featured prominently in the alleged offences.
He challenged the allegations that he was at large alongside other suspects.
Justice Olajuwon did not however allow further arguments on the ground that he was not yet a defendant in the trial.
Shortly after the arraignment, the leader of the prosecuting team, Audu Garba, applied for a date for full blown trial of the defendants.
However, a Senior Advocate of Nigeria, SAN, Lukman Fagbemi, who stood for Chime Eguma Ezebalike and Prince Lukman Oladele, who are 1st and 2nd defendants, sought to move applications for their bail on the ground that they have been in the police custody since last year.
The government lawyer, Audu Garba, vehemently opposed the motion, arguing that he had just been served with the bail applications and needed time to study them and file a counter affidavit.
Justice Olajuwon agreed with the prosecution lawyer that the bail applications were not ripe for hearing. He subsequently fixed February 2 for hearing of all bail applications.
Pending hearing and determination of the bail applications, the judge ordered that the five defendants be taken to Kuje Prison until the adjourned date.

Canada to reduce admission slots for Nigerian students, others
According to the country’s immigration minister, Marc Miller, during an interview on Sunday with CTV’s Question Period, the Canadian government will need to have a meeting with provincial governments “to make sure that the provinces that have not been doing their jobs actually rein in those numbers on a pure volume basis.”
“That volume is disconcerting,” Miller said, in reference to the number of international students in Canada. “It’s really a system that has gotten out of control.”
Canada had raised its “cost-of-living financial requirement for study permit applicants,” basically for international students, to $20,000 from $10,000 starting from January 1, 2024.
Reacting to the new development, Miller said, “The Canadian government has faced criticism for welcoming an increasing number of immigrants — both permanent and temporary residents — while the country faces an acute housing shortage.”
Meanwhile, new reporting by The Canadian Press — citing internal documents obtained through an access to information request — shows the goverment was warned by public servants two years ago that its ambitious immigration targets could jeopardise housing affordability.
The Liberals have set targets aiming to bring in 485,000 immigrants this year, and 500,000 in both 2025 and 2026.
Temporary residents, largely comprised of international students and migrant workers, are another part of the equation, with more than 300,000 of them arriving in Canada in just the third quarter of last year.
Miller said he’ll be looking in both the first and second quarter of this year at possibly setting a cap on international students to help reduce the demand for housing.
When asked why his government is only considering a cap now, when the idea of one has been floated for months, Miller said there’s a need to sort out numbers on a federal level before looking with “a little more granularity” at what individual academic institutions are doing in different provinces, possibly profiting off bringing in more international students.
“We need to be doing our jobs and making sure that we have a system that actually makes sure people have a financial capability to come to Canada, that we’re actually verifying offer letters,” Miller said.
“And now it’s time for us to have a conversation about volumes and the impact that that is having in certain areas.”
A cap on international students would not be a “one-size-fits-all solution” to housing shortages across Canada, Miller noted.
When pressed further on the number of international students coming to Canada far outpacing the number of homes the federal government has announced it’s planning to help build, Miller also said housing is only part of the calculation when it comes to immigration targets. “The pressing need to bring down the average age of the workforce also needs to be taken into consideration,” he said.
While he wouldn’t give specifics, Miller said a cap on international students is something the federal government is considering, “and will continue to consider.”
“We have a sense of what those numbers would look like, what the reduction of those numbers look like, out of courtesy to my colleagues in the provinces, those are discussions that we’re first going to have around the negotiating table,” he said, adding the financial needs of academic institutions is also a factor.

FG announces plans to conduct fresh oil licensing in 2024
The Federal Government said it has concluded plans to
conduct a fresh round of oil licensing in 2024 to attract new investors and
increase investment, ultimately raising Nigeria’s oil reserves toward 40
billion barrels from the present 37 billion barrels.
The Chief Executive Officer of the Nigerian Upstream
Petroleum Regulatory Commission, NUPRC, Gbenga Komolafe, confirmed this in a
policy statement on Saturday.
According to him, the planned licensing round aligns with
Section 73 of the nation’s Petroleum Industry Act, PIA, a comprehensive
legislation aimed at achieving increased investment, restructuring,
transparency, and accountability.
He said the exercise will enable Nigeria to accomplish set
objectives, including generating funds and attracting fresh investments in
exploration and development.
“The Commission shall, beginning 2024, conduct all future
licensing rounds based on a Licensing Round Plan and modern acreage licensing
practices, to include the periodicity of licensing based on the predictability
of timelines and long-term national economic and developmental agenda,” he
stated.
