LAGOS STATE POLYTECHNIC GOT NEW ACTING RECTOR
After five-year tenure as the 10th Rector of the Lagos State Polytechnic (LASPOTECH) , Mr Samuel Olayinka Sogunro will today, Friday, May 29,leave office to pave way for a new Rector to assume the exalted position.
His tenure was clouded with several crises and clashes with the three unions in the institution – Academic Staff Union of Polytechnic (ASUP), Senior Staff Association of Nigeria Polytechnic (SSANIP) and Non- Academic Staff Union (NASU), particularly over the issue of the controversial CONTISS 15 Salary Migration Scheme.
Rather than abate after several interventions, the faceoff became worsen while the institution, notable for its peace and harmonious atmosphere, turned battle field for the Sogunro-led management and the union.
There were interventions by stakeholders in Ikorodu, Office of the Special Adviser on Education, Office of the Head of Service, former Deputy Governor, Lagos State House of Assembly among others but all proved abortive.
At a point, the protesting unionists were prevented from gaining access into the institution while the Rector too was prevented by the aggrieved union members to operate for many months as he was declared persona non grata on the campus.
There were also periods when the union members were frying bean cakes in front of the administrative complex to reflect their grievances against the Rector. The staff had also kept vigil on the campus on several occasions at the height of the crisis.
The crisis also witnessed physical engagements by the warring parties while there was ‘juju’ (diabolical) scare on the campus. Many deaths and accidents involving the unionists and members of the management during the protracted struggle were ascribed to the crisis.
During the trying period, many staff members were allegedly sacked and demoted, while the unions tagged such actions as political persecution by the Rector.
The crisis also led to many cases which were reported at the police stations and were also heard in the court of law.
It was a turbulent five years for Sogunro as the leadership of the three unions strived to get him sacked and tried on many allegations but like cat of many lives, he survived and completed his tenure.
With the flood of crises that bedeviled the institution in the last five years, there is no doubt that the Sogunro regime is the most turbulent in the history of the polytechnic.
However, in spite of the crises, the Sogunro-led administration also witnessed several infrastructural developments, innovations and technological breakthrough, improvement of academic standard, accreditation of several courses, improvement in the relationship between the institution and its host community and organisation of various lectures, seminars and workshops that were rated highly.
Many staff members were also sponsored to attend academic programmes and study within and outside the country.
Sogunro became the Rector in June 1,2015, after the tenure of Dr Abdulazeez Lawal under whom he was the Deputy Rector (Administration).
Meanwhile, just like his tenure, his exit is also being clouded by uncertainties as there is no indication yet that a new Rector would be announced by the government.
According to the rumored making the round, the government may pick someone within the institution to act as Rector for six months, while there is another report that the government may second an official from the Ministry to oversee the affairs of the institution pendng the time a substantive Rector would be appointed.
Mr Samuel Oluyinka Sogunro was born on March 17, 196, in Lagos Island, Lagos.
He attended University of Lagos, Akoka, Lagos, where he obtained B.Sc. (Ed) Honours (Mathematics) in 1987 and also M.Sc (Statistics) in 1995.
He is a member of the Nigerian Mathematical Society (MNMS) and Associate member, Nigerian Institute of Management, Mathematical Association of Nigeria (MAN) and Nigerian Statistical Association (NSA).
Sogunro began his academic career as staff of the Lagos State Polytechnic in January 1990, when he was appointed as a Lecturer III in the Department of Mathematics. His appointment was confirmed in January 1992.
Sogunro, who hails from Lagos Island Local Government, attended Ansar-Ud-Deen Grammar School, Surulere (1975), Jubril Martins Memorial Grammar School, Iponri (WASC, 1980); Ansar-Ud-Deen College, Isolo (Higher School Certificate -HSC, 1983); University of Lagos (B.Ed, Mathematics Education, 1987, and MSc Statistics (1996).
He served as Lecturer III in the Department of Mathematics. He was promoted Lecturer II (October 1, 1993); Lecturer I (October 1, 1996); Senior Lecturer (October 1, 1999); Principal Lecturer (October 1, 2005); and Chief Lecturer (August 11, 2010).
He also served as the Director, Academic Planning, from December 2010 to April 2013, when he became Deputy Rector.
Sogunro has several publications to his credit.

251 illegal miners arrested in Zamfara
Security agents have arrested 251 illegal miners in Zamfara State.
The Commissioner of Police, Usman Nagoggo, made this known while briefing journalists on Friday.
He said, “On 21 May, 2020 the Brigade Commander 1 Brigade Nigeria Army, Gusau Brigadier General O. M Bello led a team, comprising Army, Police, and Department of State Services to raid the mining sites in Anka, Bukkuyum and Gummi Local Government Areas.
“The raiding of Kawaye, Zugu, Dan Kamfani, Bagega, Dareta and Dakie Takwas mining sites of the above LGAs led to the arrest 250 Nigerians and one Burkinabe national.”
The commissioner said the Federal Government had last year banned all forms of mining activities in the state.
“This is because the government felt that there was a link between the criminality in Zamfara and mining activities,” he added.
According to the commissioner, the illegal miners were arrested based on an intelligence report that some unpatriotic Nigerians and foreigners were engaging in illegal mining activities.
Nagoggo maintained that all the suspects have confessed to the offence and would be arraigned.
He warned that “anybody who goes against the norms will be arrested and severely dealt with according to the laws of the land”.
Nagoggo stressed that the raiding of illegal miners would be a continuous process until all illegal mining activities were brought to a halt.
Messi tips Chelsea‘s Mount as ‘one of the best’
Barcelona superstar Lionel Messi has tipped Chelsea midfielder Mason Mount to become “one of the best” footballers in the world.
Mount, who was playing on loan at Derby County last season under current boss Frank Lampard, has been brilliant in his debut Premier League season at Chelsea.
The 21-year-old has contributed six goals and four assists in the Premier League this season, earning him his first six caps for England.
Messi, who has won heaps of trophies and individual honours in his career at Barcelona, has tipped Mount to become one of the best players in world football.
Speaking about Mount, Messi said (via the Daily Mirror): “Having watched him play he has the potential to be one of the best.”
Former Everton midfielder Tim Cahill was also recently full of praise for Mount after his breakthrough season.
“I like the look of Mason Mount,” Cahill told Sky Sports. “I think he’s a top goalscorer and he’s got a massive career ahead of him.
“One of the reasons why I like him a lot is because of his coach [Frank Lampard] and the way that he’s trying to mould a player similar to himself.
“He can lead him and show him the right ways.
“You can see that starting to come to fruition with his football this season. I’m a big fan.”

No man can stop me from returning as Edo Governor- Obaseki
Governor Godwin Obaseki has boasted that he will emerge governor of Edo State, ahead of the governorship election in the State.
Obaseki who spoke as a guest on a Channels TV’s Sunrise Daily on Wednesday, expressed confidence that he will return as the governor of the State.
According to him, no one can stop him because only God gives power.
“I am not a violent person. But I am confident that the way I got into power is the same way I will return.
“God gave me power. If he wants me to return, I will continue. No man can stop me. Power comes from God.”
The governor also rubbished claims that he used the resources of the people of Edo State to become governor.
“I have friends with resources. I worked for eight years behind the scene before I became governor.
“So all that insinuations about using somebody’s resources is not true. I became Governor on the platform of the party and I am grateful for it.
“It does not matter whether it is direct or indirect (primaries), I will win.”
Obaseki’s statement is coming shorty after Pastor Osagie Ize-Iyamu was endorsed as the consensus candidate of the All Progressives Congress, APC.
Ize-Iyamu is believed to be loyal to the National Chairman of the party, Comrade Adams Oshiomhole who has been at loggerheads with Governor Obaseki.
Amnesty International releases chilling report on Nigeria, Boko Haram, military
Amnesty International (AI) on Wednesday told Nigerian government to urgently address its failure to protect and provide education to an entire generation of children in the Northeast.
A 91-page chilling report released to NigerianEye said the region has been devastated by “years of Boko Haram atrocities and gross violations by the military”.
The document titled ‘We Dried Our Tears’, addressed injustice against northern children, examined military’s “detention and torture” of kids in Borno, Adamawa States, and crimes against humanity perpetrated by Boko Haram.
It also revealed how international donors have bankrolled a “flawed programme that claims to reintegrate former alleged fighters, but which overwhelmingly amounts to unlawful detention of children and adults”.
Joanne Mariner, Acting Director of Crisis Response at Amnesty International, lamented that the past decade of bitter conflict between Nigerian military and Boko Haram has been an assault on children.
Mariner said Nigerian authorities risk “creating a lost generation unless they urgently address how the war has targeted and traumatized thousands of children Boko Haram has repeatedly attacked in schools and abducted as soldiers or ‘wives,’ among other atrocities”.
She stated that, “From mass, unlawful detention in inhumane conditions, to meting out beatings and torture and allowing sexual abuse by adult inmates – it defies belief that children anywhere would be so grievously harmed by the very authorities charged with their protection.”
AI recalled that between November 2019 and April 2020, it interviewed more than 230 people. 119 were children when they suffered crimes by Boko Haram, soldiers, or both. 48 children were held in military detention for months or years while 22 adults had been detained with underage.
Citing the abduction of hundreds of schoolgirls in Chibok in 2014, AI decried that Boko Haram continues to force parents to hand over boys and girls, under threat of death; continues to forcibly “marry” girls, young women, and continues to murder people who try to escape.
A 17-year-old girl who escaped Boko Haram after being abducted and held in captivity for four years described life in the Sambisa forest: “[My] wicked ‘husband’ always beat me. My daily activities included praying, cooking if there was food, [and] going for Quranic lessons. No movement was allowed, and no visiting friends.
“It was a terrible experience, and I witnessed different punishments, from shooting to stoning to lashing. I’d like to go to school, but there’s no money. The biggest help for me would be to go to school.”
She and most other former child “wives” interviewed — including some who returned with children born during captivity — had received little or no assistance in returning to school, starting livelihoods, or accessing psychosocial support.
On military detention, the report said the United Nations (UN) told AI it had verified the release of 2,879 children from military detention since 2015, although it previously cited a higher figure of children detained between 2013 and 2019.
“These statistics are likely to be a vast underestimate, and the UN has said its access to military detention is restricted so it cannot provide the actual number. Children are never charged and are denied the rights to access a lawyer, appear before a judge, or communicate with their families. The unlawful detentions may amount to a crime against humanity.
“Almost everyone fleeing Boko Haram, including children, is “screened” by the military and Civilian Joint Task Force – a process that, for many, involves torture until the person “confesses” to affiliation. Alleged members and supporters are held, often for months or years, in squalid conditions in detention centres including Giwa Barracks in Maiduguri and Kainji military base in Niger State.”
The report disclosed that every former detainee interviewed offered consistent, highly specific descriptions of the conditions: extreme overcrowding; a lack of ventilation amid stifling heat; parasites everywhere; and urine and faeces on the floor, because of the lack of toilets.
It bemoaned that tens of thousands of detainees have been held in these conditions and that the situation, “so extreme that they constitute the war crime of torture”, remains the same even after mass releases in late 2019 and early 2020.
AI quoted a 14-year-old boy Boko Haram abducted as a child before he fled and kept in military detention, as saying: “The conditions in Giwa are horrible, they could make you die. There’s no place to lie down, it’s hot. All your clothes were wet, like they put you in a river. Nobody has told me why I was taken there, what I did. I wonder, why did I run from [Boko Haram]?”
AI also documented violations at Operation Safe Corridor, a programme backed by millions of dollars in support from the European Union, United Kingdom, United States of America and other partners. The detention centre outside Gombe was set up in 2016 to rehabilitate alleged Boko Haram fighters or supporters.
In mid-May, Nigeria’s Defence Headquarters referred to repentant terrorists in the Deradicalization, Rehabilitation and Reintegration programme, as “clients” during a briefing by the Coordinator of Media Operations, Maj.-Gen. John Enenche.
Enenche confirmed that 280 “clients” have successfully undergone the programme and reintegrated into the society.
He added that 25 of them were repatriated to Niger Republic, while “603 clients are due to pass out in June 2020.”
In its findings, AI remarked that conditions are better at the Safe Corridor than other military detention-locations. Former detainees spoke positively about the psychosocial support and adult education there.
“But most of the men and boys there have not been informed of any legal basis for their detention and still lack access to lawyers or courts to contest it. Their promised six-month stay has in some cases extended to 19 months, during which time they are deprived of liberty and under constant armed guard.”
AI revealed that medical care was sorely lacking. ”Seven detainees died and the authorities did not even notify their families; released detainees conveyed the information instead.
“A vocational training programme that is part of Safe Corridor may amount to forced labour, since most detainees, if not all, have never been convicted of any crime and make everything from shoes to soap to furniture for no pay. Some detainees suffered serious injuries. A 61-year old former detainee said, “The caustic soda is dangerous. If it touches your body, it will remove the flesh”.
Osai Ojigho, Director of Amnesty International Nigeria, expressed dismay that none of the major donors to Safe Corridor – EU, UK, USA and others – would “sanction such a system of prolonged and unlawful detention for its own citizens, so why do they do so in Nigeria?”
“Nigeria’s armed forces must release all children being arbitrarily detained and halt other violations that appear aimed at punishing thousands of children, many of whom were also victims of Boko Haram’s atrocities. A commitment to children’s education and psychosocial recovery could pave a new path for the Northeast”, Ojigho counselled.

The 5 love languages to help your relationship
Often-and-on relationships end when the decision to take it a step further doesn’t necessarily produce a more lasting committed result. This is often caused by lack of understanding of each other and the inability to effectively reach a compromise with each other’s differences.
As far-fetched as it sounds, the five love languages are core elements that would enable better understanding of one’s partner in a relationship, according to the shrinks. Now because no two human beings are alike, the key is to understand which of the five you fall under and utilise it in your relationship.
Word of affirmation. For some, all they require is those encouraging words- the compliments, the affirmation, the booster. They don’t need gifts or affection, just appreciation. Once or twice or several times as much as you can, throw in a little appreciation. For example, if she made you a sumptuous meal, and you just accept it like it is her duty, without as much as saying thank you, and peradventure this is her love language, she will not only feel unloved by you, there will also be a form of resistance in the relationship because she will always feel unappreciated. It applies for the men. Yes they have feelings too and tend to feel unappreciated most times.
Act of service. A lot of people take “action speaks louder than words” much more practical and literal than even their partners. A simple act of help around the house when she is doing chores or aiding her to carry the grocery bag or even her bag, tends to make her feel loved if this is her love language. No matter how many times you tell her you love her, be it every minute or hour, she will still feel you don’t love her when she is straining herself out and you’re laying about watching TV.
Receiving gift. This one is easy and can be easy related with in Nigeria. A lot of women have been categorized material for possessing this love language. Even men have gone on to make this a thing once they venture into a relationship; even when it isn’t their partner’s love language. Thing is the people with this type of love language express their love more with gifts. It doesn’t always have to be on the receiving end. Most times than normal, the people with the love language tend to spoil their {male} partners with gift items as well. To them it is just another means of communication.
Quality time. If your spouse’s love language is quality time, giving him or her your undivided attention is one of the best ways you can show your love. Some men pride themselves on being able to watch television, read a magazine, and listen to their wives, all at the same time. That is an admirable trait, but it is not speaking the love language of quality time. Instead, you must turn off the TV, lay the magazine down, look into your mate’s eyes, and listen and interact. To your spouse, 20 minutes of your undivided attention – listening and conversing – is like a 20-minute refill of his or her love tank. Men, if you really want to impress your wife, the next time she walks into the room while you are watching a sporting event, put the television on mute and don’t take your eyes off her as long as she’s in the room. If she engages you in conversation, turn the TV off and give her your undivided attention. You will score a thousand points and her love tank will be overflowing.
Physical touch. We have long known the emotional power of physical touch. That’s why we pick up babies and touch them tenderly. Long before an infant understands the meaning of the word love, he or she feels loved by physical touch. In relationships, the love language of physical touch includes everything from putting a hand on your mate’s shoulder as you walk by, touching his or her leg as you’re driving together, and holding hands while you’re walking to kissing, embracing and sexual intercourse. If physical touch is your spouse’s primary love language, nothing communicates love more clearly than for you to take the initiative to reach out and touch your mate.
18 COVID-19 patients refuse treatment at Gombe isolation centres
The Gombe state government says 18 patients have refused to undergo treatment at its isolation centres.
Idris Mohammed, chairman of the state’s task force on COVID-19, disclosed the development to journalists, on Monday.
Some COVID-19 patients had staged a protest at the Federal Teaching Hospital in the state, destroying equipment in their ward. The patients, who were under quarantine, were said to have complained of ill treatment.
While the protest at the hospital was going on, some COVID-19 patients at Kwadon isolation centre in Yamaltu Deba local government area of Gombe, also took to the streets to lament poor treatment.
Mohammed said only 12 people could be accounted for out of the 30 patients, while 18 people are seeking treatment outside the isolation centres.
He said the 18 patients are undergoing self-isolation as traditional rulers and political leaders in their area are ensuring they are well treated and discharged.
“We have a total of 30 people yet to be evacuated in the state, out of the 30, five are Adamawa indigenes; we collected their samples and we gave them our epid numbers and they have since gone back to Adamawa State. But because of the epid numbers, they remain our cases on paper but in reality they are in Adamawa State,” he said.
“Two others were traced to Kano State and we notified the state epidemiologist and they have been placed in isolation; one other to Ogun, the state epidemiologist was called and another one was traced to Nasarawa State, we called the state epidemiologist and the last one to Borno state and he has been evacuated by the state.
“Out of 20 people remaining, they are the ones we are having some challenges evacuating but we are making efforts. As of Sunday, we evacuated two. The good thing is that as most of them are trying not to come, so they are in self isolation, they don’t come out in the open but the traditional rulers and political leaders where they reside are working with the task force to ensure they are evacuated, treated and discharged lawfully.”

PHOTOS: One dead, many injured as fire razes IDP camp in Borno
One person has been confirmed dead, while many persons sustained injuries during a fire outbreak at the Muna Albadawy camp for internally displaced persons (IDPs) in Borno state.
According to the National Emergency Management Agency (NEMA), the fire, which occurred during the weekend, started in one of the kitchens in the emergency shelters erected in the camp.
NEMA said the two sources of water serving 9,678 IDPs in about 1,613 households were also affected.
The incident, it was gathered, has further compounded the plight of the IDPs.
However, according to NEMA, its North-East zonal office has deployed a water tanker to the camp to supply water on a temporary basis.
The agency also says it has conducted rapid assessment to provide immediate relief of food, non-food items and other forms of support in collaboration with the Borno state emergency management agency and other partners.

Russian drug Favipiravir that kills coronavirus in 4 days almost ready
A Russian-made drug Favipiravir that can eliminate coronavirus infections within four days, is now in the final stages of clinical trials.
The drug known as Favipiravir is being tested by Russian pharmaceutical investment firm ChemRar with the support of the Russian Direct Investment Fund (RDIF).
On Thursday, clinical trials moved to the final stage in which it is tested on a randomised sample of COVID-19 patients.
The drug has several advantages. One of them is that it significantly reduces patient recovery time.
Another advantage is its availability in tablet form.
This makes its use easier, according to a statement from the RDIF.
“We noticed a faster improvement in the general health and clinical condition of the patients taking Favipiravir”, said said Elena Yakubova, CEO of ChemRar Pharma in a statement.
“This may lead to earlier discharge from hospital and reduce the burden on medical facilities by 30-40 percent in the near future,” she added.
The final stage of trials were approved to begin on May 21, involving 330 patients, the statement said.
Earlier results had suggested that the drug has no new or previously unreported side effects and brought down the body temperature of a majority, 68 percent, of patients twice as fast as patients not taking favipiravir.
Complete elimination of the coronavirus took on average around four days with the drug, compared to around nine days with standard treatment.
“Thanks to the administration of Favipiravir, most patients are not infectious as early as the fifth day of treatment, which is critical to stop the epidemic and ensure a swift return to normal life,” Yakubova added.
After four days of treatment with the drug, 65 percent of a test group of 40 patients were found to test negative for the virus. By day 10, the number of patients testing negative had reached 35.
“We continue to receive promising data during the clinical trials of Favipiravir.
“At least 85 percent of patients in the control groups completely recovered from coronavirus within 10 days after the start of the treatment with the drug.
“We expect a positive final result of the trial, which will enable us to complete the registration procedure for the drug in Russia,” RDIF’S CEO Kirill Dmitriev said in the statement.
Various drugs across the globe are currently undergoing rapid testing to combat the coronavirus pandemic, which as claimed over 300,000 lives worldwide.
In the US, drugs including remdesivir and famotidine have shown positive results.
A combination of triple antiviral medicine was recently shown to help relieve symptoms of patients in a small clinical trial in Hong Kong.

Victor Osimhen loses father
Super Eagles striker, Victor Osimhen, has lost his father.
The 21-year-old Lille forward announced the death of his father via his Twitter handle on Sunday.
“RIP Dad. No words to describe this feeling,” he tweeted.
Osimhen had earlier narrated how his emergence as a professional footballer saved his family members from difficulties.
The Nigerian striker, who plays for Lille in Ligue 1, said life was tough for his siblings after his mother’s death and father’s joblessness.
According to him, his father lost his job three months after his mother died.
To survive, Osimhen said his brother hawked sports newspapers, while sister sold oranges in the street.
The 20-year-old player also said he earlier sold bottled water in Lagos traffic to help his family survive.
To also survive, the footballer narrated that he once joined his friends to scavenge for crampons and shoes at the former Olusosun dumpsite in Oregun-Ojota area of Lagos.
But after emerging as a successful footballer, Osimhen said his family members are now living the life they deserved.
After helping Nigeria lift the 2015 FIFA U-17 World Cup in Chile, Osimhen sealed a move to Bundesliga side Wolfsburg where he played 14 top-flight games in two seasons.
He struggled to establish himself in the German city and thus, secured a move to Belgium, where he played the entire 2018/19 season and scored 12 goals in 25 league matches.
Subsequently, he was signed by Lille as Nicolas Pepe’s replacement, who had moved to Arsenal in the off-season.

Eld-el-Fitr: Atiku urges Muslims to remain steadfast, says Coronavirus pandemic a test from Allah
Former Nigeria’s Vice President, Atiku Abubakar on Saturday said the current situation of the Coronavirus [COVID-19] pandemic ravaging the world is a test from Allah.
Atiku, in his Sallah message, commended Muslims for going all through the 30 days Ramadan.
“I am sure there would be very few Muslims alive today – if any – who had witnessed a Ramadan fasting like the one we just had, and Eid celebration such as we would have this year without the mandatory congressional prayers.
“We fasted this year without spiritual acts of worship that accompany the Holy month of Ramadan like attending tafsir (evening sermons before breaking of fast), sharing of iftar with family, friends and the needy, and even the voluntary seclusion during the last ten days of the blessed Ramadan.
“But all these strictures could not have made our fasting less valid because, as Muslims, we believe that everything that happens is with the command of Almighty Allah. We are taught in the scripture and the Sunnah of Noble Prophet Muhammad (SAW) that God would test our faith individually and as an Ummah.
“The current situation of the Covid-19 pandemic is a test from Allah and, having fasted as we are enjoined as Muslims, let us continue to remember that it is part of our faith to protect all lives and to abide by regulations from those in authority, especially during a time of great uncertainty like this,” he said.
According to Atiku, “those protocols about avoidance of crowded places, social distancing and regular washing of hands are for our own benefits and the benefits of humankind in general.
“As Muslims, it is incumbent upon us to do our best both in action and in prayers to ensure that the world is healed of this deadly virus in the earliest possible time.
“It is also incumbent on governments at all levels, that in planning for the post Covid-19 era, the welfare of the people should be of paramount priority.”
Atiku stated that people in leadership positions all over the world should learn from countless examples of how Prophet Muhammed (SAW) and his immediate disciples took the welfare of the people as priority in administration of a state.
He added that this time called for sacrifice in leadership, saying that this was no time for extravagance and living in luxury.

You can’t remove heads of govt agencies, SGF tells ministers
Boss Mustapha, secretary to the government of the federation (SGF), has issued a procedure for the removal of heads of public agencies in the country.
In a circular, Mustapha said the federal government has observed the “arbitrary removal” of chief executive officers (CEOs) and its impact on stability and service delivery.
The circular was issued on Tuesday when Sale Mamman, minister of power, announced the removal of Usman Mohammed, managing director of the Transmission Company of Nigeria (TCN).
It is unclear if the incident prompted the directive to the ministers.
The SGF stated emphatically that no minister can unilaterally remove CEOs of agencies, adding that the president has approved a disciplinary procedure against erring heads of agencies.
“Accordingly, Mr. President has approved the following streamlined procedure for the discipline of Chief Executive Officers of government parastatals, agencies and departments in accordance with the Public Service Rules (PSR),” he said.
“When an act bordering on serious misconduct against a Chief Executive Officer is reported, it shall be the duty of the supervising minister through the permanent secretary to refer the matter to the governing board for necessary action in line with the relevant provisions of the Establishment Act and the principles guiding Chapters 3 and 16 of the Public Service Rules;
“The board shall in line with due process, issue him/her a query requesting an explanation with respect to the specific act(s) complained about; the board shall forward its findings and recommendations to the minister for further consideration and necessary action;
“The minister, after due consideration of the submission from the board, shall on the advice of the permanent secretary, forward the ministry’s position along with the recommendations of the Board and the explanation of the Chief Executive Officer to the Secretary to the Government of the Federation (SGF) for processing to Mr. President, for a decision.
“Upon receipt of the submission from the minister, the Secretary to the Government of the Federation (SGF) shall without delay cause an independent investigation and advise Mr. President on the appropriate course of action.”
He added that it is the responsibility of the SGF to advise the president on the next course of action based on the outcome of the final investigation.
“This procedure shall serve as a mandatory guide and all ministers of the Federal Republic of Nigeria, and any other public officer in similar supervisory position, are enjoined to strictly abide by its content,” Mustapha said.
“For emphasis, on no account shall a Minister of the Federal Republic unilaterally or arbitrarily remove a serving Chief Executive Officer, without recourse to the procedure contained in this Circular.”
In December, the minister of power had asked Marilyn Amobi, managing director of the Nigerian Bulk Electricity Trading Company Limited (NBET), to step down with immediate effect.
The minister also ordered the indefinite suspension of Damilola Ogunbiyi, former managing director of Rural Electrification Agency (REA).
But Buhari later overruled the minister by reinstating the duo who are in office to date.
